Green, Gold & the Black Market of Cannabis
In January 2018, California enacted the Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA), creating the regulatory framework that legalizes commercial cannabis activity. One of the greatest threats to this fledging marketplace has been a flourishing black market of unlicensed, untaxed, and unregulated cannabis sales. In response, the Riverside County District Attorney’s Office created the Cannabis Regulation Task Force (CRTF), with membership from local law enforcement agencies throughout the County, to investigate and prosecute both civil and criminal violations of commercial cannabis laws. From unlicensed dispensaries, to illegal pesticide use, to grow-houses with illegal utility bypass, to cannabis churches, CRTF has encountered a wide array of legal issues in the field. CRTF Supervising Investigator Brian Danskin and DDA Lauren Dossey will share their collective experiences learned through the multiple investigations and prosecutions of those engaged in unlawful cannabis activity.
